Background. The article examines the methodological foundations of the organization of the educational process for foreign students studying in closed Russian maritime educational institutions. The urgency of the problem is due to the increasing geopolitical importance of training naval personnel for friendly countries, as well as the specifics of the integration of foreign citizens into the academic and socio-cultural environment of institutions with a special regime.
The aim is to develop and substantiate a conceptual learning model that can effectively offset adaptive difficulties and optimize the educational process.

Materials and methods. Materials and methods. The methodological basis was made up of systematic, competence-based, culturological and axiological approaches, which made it possible to comprehensively consider the problem. A critical analysis of existing pedagogical strategies has been carried out and their limitations have been identified in relation to the specifics of closed maritime universities.
Results. As a result, an innovative conceptual model is proposed that includes three interrelated blocks: targeted, content-technological, and evaluative-effective, with an emphasis on multicultural adaptation, the formation of professional identity, and the development of intercultural communicative competence. The model focuses on the formation of sustainable professional skills and civic responsibility in the context of international maritime activities. The conclusions of the article are of practical importance for improving methodological support and improving the quality of training of foreign specialists in closed educational institutions of the maritime industry.
Обоснование. В статье исследуются методологические основы организации образовательного процесса для иностранных студентов, проходящих обучение в условиях закрытых российских морских образовательных учреждений. Актуальность проблемы обусловлена возрастающей геополитической значимостью подготовки морских кадров для дружественных стран, а также спецификой интеграции иностранных граждан в академическую и социокультурную среду институтов с особым режимом.
Цель – разработка и обоснование концептуальной модели обучения, способной эффективно нивелировать адаптационные трудности и оптимизировать образовательный процесс.
Материалы и методы. Методологическую базу составили системный, компетентностный, культурологический и аксиологический подходы, позволившие всесторонне рассмотреть проблему. Проведен критический анализ существующих педагогических стратегий и выявлены их ограничения применительно к специфике закрытых морских вузов.
Результаты. В результате предложена инновационная концептуальная модель, включающая три взаимосвязанных блока: целевой, содержательно-технологический и оценочно-результативный, с акцентом на поликультурную адаптацию, формирование профессиональной идентичности и развитие межкультурной коммуникативной компетенции. Модель ориентирована на формирование устойчивых профессиональных навыков и гражданской ответственности в контексте международной морской деятельности. Выводы статьи имеют практическую значимость для совершенствования методического обеспечения и повышения качества подготовки иностранных специалистов в условиях закрытых образовательных учреждений морской отрасли.
