Children are one of the most vulnerable groups in society. It is crucial to prevent the spread of juvenile delinquency at an early stage and prevent the spread of violence and cruelty in families, schools, and orphanages. The emergence of crime in educational institutions, the environment designed to ensure the safety, development, and socialization of the younger generation is of great concern.</p> <p>Purpose. Analysis of models and principles for implementing a safe educational environment in modern Russia.</p> <p>Materials and methods. The primary research methods were analytical, generalizing, and content analysis of scientific approaches to organizing a safe educational environment. Systems approach was employed, allowing educational institution safety examination as a multi-layered structure encompassing regulatory, psychological, pedagogical, social, and health-promoting components. Empirical data was drawn from case studies involving deviant behavior and violence in educational institutions from 2024 to 2026, as well as discussions of professional case studies with educational institution employees.</p> <p>Results. The analysis of scientific sources, regulatory framework, and practical situations related to ensuring the educational institutions security allowed us to substantiate a comprehensive model of a safe educational environment. It was established that educational security is a multi-level, controlled system, including physical (anti-terrorism) security, psychological and pedagogical safety, and health-promoting conditions. It was demonstrated that the effective organization of a safe environment is impossible without the systematic interaction of all participants in the educational process – administration, teachers, students, parents, and external prevention agencies. The importance of preventive measures aimed at the early identification of risk factors for deviant behavior, the creation of a positive psychological climate, and the development of a legal culture among students was revealed.</p> <p>The key structural components of a safe educational environment were identified. The coordinated functioning of these components helps reduce the level of conflict among educational participants and foster a culture of non-violent interaction. The results obtained allow us to consider a safe educational environment as the most important condition for the successful socialization of an individual and improving the quality of the educational process.</p></abstract><trans-abstract xml:lang="ru"><p>Обоснование. Дети – одна из наиболее уязвимых групп общества. Очень важно на ранних этапах предотвратить распространение преступности среди несовершеннолетних, не допустить распространения культа насилия и жестокости в семьях, школах, детских домах. Большую тревогу вызывает проявление преступности в образовательных учреждениях – среде, призванной обеспечивать безопасность, развитие и социализацию подрастающего поколения.</p> <p>Цель. Анализ моделей и принципов реализации безопасной образовательной среды в современной России.</p> <p>Материалы и методы. Главными методами исследования выступили аналитико-обобщающий и контент-анализ научных подходов к организации безопасной образовательной среды. Использовался системный подход, позволивший рассмотреть безопасность образовательной организации как многоуровневую структуру, включающую нормативно-правовой, психолого-педагогический, социальный и здоровьесберегающий компоненты. В качестве эмпирического материала были привлечены данные анализа практических ситуаций, связанных с проявлениями девиантного поведения и насилия в образовательных учреждениях в 2024–2026 гг., а также результаты обсуждения профессиональных кейсов с сотрудниками образовательных организаций.</p> <p>Результаты. Проведённый анализ научных источников, нормативно-правовой базы и практических ситуаций, связанных с обеспечением безопасности образовательных организаций, позволил обосновать комплексную модель безопасной образовательной среды. Было установлено, что безопасность образовательного пространства представляет собой многоуровневую управляемую систему, включающую физическую (антитеррористическую) защищённость, психолого-педагогическую безопасность и здоровьесберегающие условия. Доказано, что эффективная организация безопасной среды невозможна без системного взаимодействия всех субъектов образовательного процесса – администрации, педагогов, обучающихся, родителей, а также внешних ведомств профилактики.</p> <p>Определены ключевые структурные компоненты безопасной образовательной среды.
